Yes, any time and with no penalty. Cancelling stops the renewal, but you keep your plan until the end of the period you already paid for.

What if I pick the wrong plan?
You can switch any time. Moving up charges only the difference for the remaining period; moving down takes effect at your next renewal, so you lose nothing you already paid for.
Is there a free plan?
Yes, and it is permanent: full eBay and one alert. It does not expire and asks for no card.
Do you give refunds?
If the service has not worked as promised, yes. In the European Union you also have a 14-day right of withdrawal. It is all spelled out on the refunds page.
